4th meeting of the Governing Council, July 9 – 10 2012, Ulaanbaatar STATEMENTS ON NON-DEMOCRATIC COUNTRIES Final version taking into consideration proposed amendments from Romania The primary purpose of the CD as reflected in the Warsaw Declaration as well as the statements of the Ministerial Conferences is to encourage states to choose the path of democracy and, if they do, to assist them in remaining on that path. According to the mission statement, the CD shall also promote civil society in all countries and give voice to democracy advocates in non-democratic regimes. Consistent with these perspectives, the CD shall follow developments relating to a state moving toward democracy but also regarding human rights situations in non-democratic countries, and offer assistance in a spirit of cooperation. The CD may issue statements welcoming steps towards democracy and criticizing unconstitutional interruptions of the democratic process in countries that participate in the CD. The CD as su
