The Working Groups, originally created as an important mechanism for implementing and continuing work between ministerials, have now developed into a prominent aspect of the CD. 1. Background The Working Group as an instrument to achieve CD goals was first introduced at the third CD Ministerial in Santiago de Chile in 2005.
