TO: Alabama Secretary of State FROM: Chardae Caine DATE: December 7, 2016 SUBJECT: Problem Definition Memo The Voting Rights Act of 1965 was enacted to provide all citizens with the right to vote. While all citizens have this right, the voter turnout of the nation has decreased over the past several presidential elections. Not only does the low voter turnout lead to a lack of representation in Congress, state legislatures, and local governments, but it also leads citizens to feel that their voices are not heard. Through enacting laws that take the burden of the election process off citizens, decreasing the use of unnecessary taxpayers’ dollars, and providing flexible access to registration and the voting process, this problem can be resolved. Specifically, the lack of civic participation in the election process is a problem in Alabama.
