Jeffrey Leib, 50, also worked as a licensing manager and his job included safeguarding under 16s for Watford and Harrow local authorities. He was arrested on July 9 last year and appeared at St Albans Crown Court last month. Leib was involved in the past with Croxley Green Scout Group but was removed in February 2018...
