I -1 Nº 01 – Fevereiro de 2013 EDITORIAL The International Journal of Public Contracts (IJPC) is a joint initiative of two research groups. On the one hand, the network “Public Contracts in Legal Globalization (PCLG)”, established by the Chaire Mutations de l'Action Publique et du Droit Public at SciencesPo, Paris (www.contrats-publics.net); on the other hand, the Instituto Brasileiro de Direito Público (www.direitodoestado.com.br), a non-profit association for legal culture and research. Although located in different continents, these groups share a common scientific vision: they share the need to push legal studies beyond national or continental borders and to make use of comparative law as a fundamental instrument for further understanding and evolution. The IJPC aims to create new opportunities for dialogue, to stimulate scientific debate, to promote the participation of young scholars and also to facilitate the access to foreign resources and therefore disseminate knowledge.
