For many convicted criminals the shame of their past crime carries into
almost every aspect of their lives.
It affects many basic privileges and
rights that most United States citizens take for granted.
When a federal crime has been committed, which is an illegal act
against federal legislation, the current President would be the one to
review a request for pardon.
All other crimes are based on state
legislation, therefore the state Governor would be the one to review a
request of pardon.
Before a person can apply he/she would need to
have been off probation or parole for at least ten years.
He/she should
also have lived a pristine and conviction free life.
A Governor s pardon will forgive the crime and cancel further penalty,
but it does not expunge the record.
An expungement seals the record
for that crime so that it cannot be publicly seen.
This is quite useful as
well, but the Governor s pardon sends the message that the person in
