The comments came as Chemezov announced that Rosoboronexport almost doubled its exports of Russian arms and military hardware compared with the peri od 2000 01. In 2000 military exports through the enterprise were valued at US$ 3 billion. In 2003, for the first time since the post Soviet period, the exports sur passed a 5 billion value milestone rising to US$ 5.075 billion. In 2004 they reached a record $5.12 billion mark. Chemezov highlighted that the Soviet Union did not receive such sums in foreign currency each year, despite the "gigantic vol ume" of arms deliveries. "In Soviet times, weaponry was trans ferred mainly under long term loans or free of charge. Foreign currency receipts averaged US$ 2 2.5 billion a year.
