IIECL has designed strategies under its “Intake and Assessment” approach under our
PAVE (Pathways Advancing Viable Education/Employment) methodology to identify the
baseline of the skill sets of youth and design strategies for building and assessing the skill
level of individual youth to achieve all 17 skills.
Foundation skills are those skills that every individual needs to attain and retain
employment in the future.
There are 17 foundation skills required of all workers.
They are
organized into four groups:
Basic,
People,
Thinking, and
Personal qualities.
All are marketable and transferable skills.
These are the building blocks upon which
technical job skills training should be applied.
Basic skills
Reading: identify relevant details, facts, and specification; Locate information
from books, manuals, graphs; Find meaning of unknown word
