It has now been three years since
our municipal team took office.
We
had many plans, not all of which
have been realised, as a number of
you have been reminding us.
Fortunately, there are others who tell us
how pleased they are with what we have
managed to achieve.
All of you are right.
We ourselves, your
elected officials, are sometimes frustrated that there has not been more progress, despite the concerted efforts of all
the municipal councillors.
A number of
obstacles have arisen: first of all, financial difficulties, given the commune’s
high level of debt; second, administrative problems (flood plains, State service reforms, etc.
); and third, cultural
issues (old habits, conservatism, or even
sometimes a lack of good will).
