M, a member of the House of Representatives for a constituency in Ceylon, wrote to the Minister of Lands
and Land Development recommending that the Vincent Estate, which was in his constituency and was
owned by the first respondent, should be acquired under statutory authority for the benefit of certain persons
in his constituency whose homes had been ruined by floods.
