A Europe short on democracy
For 30 years, the European states have transferred an increasing share of their powers to a European Union whose institutions are not always democratic.
The parliament is elected by universal suffrage, but its power is limited.
As for the European government (the "Commission") and
its President, they continue not to be elected by the citizens of Europe.
The President of the
Commission is chosen by the leaders of the member states, after back-room negotiations.
As for
the Ministers, (the "European Commissioners"), they are selected by the President of the
Commission, once he is appointed.
The Commission must nevertheless obtain an investiture vote
from Parliament.
The draft Constitution gives a bit more power to parliament, but the dosage is homeopathic.
