In September, 1996, CHRISTOPHER SANDS was giving congressional testimony on measures the USA should take in anticipation of the SECESSION OF QUEBEC. With him was CHARLES F. DORAN, CFR, urging the USA to adopt a "supranational affiliation" with the post-secession remains of Canada.
