The doctrine of sovereignty developed in two distinct dimensions: the first concerned with the “internal,” the second with the “external” aspects of sovereignty. The former involves the claim that a person, or political body, established as sovereign rightly exercises the “supreme command” over a particular society. Government – whether monarchical, aristocratic, or democratic – must enjoy the “final and absolute authority” within a given territory.
