The US and the Genocide in Rwanda 1994 Evidence of Inaction This intelligence analysis, prepared for Secretary Christopher’s decision as to use of the genocide label, finds “substantial, circumstantial evidence implicating senior Rwandan government and military officials in the widespread, systematic killing” of Tutsis and moderate Hutus.
