California Supreme Court petition for review filed by indigent pro per litigant. The petition challenges policies and procedures of the 3rd District Court of Appeal in Sacramento, including policies and procedures utilized by Supreme Court Chief Justice Tani Cantil-Sakauye when she was a justice at the 3rd District, prior to her elevation to the high court. Despite the conflict of interest, Cantil-Sakauye failed to recuse herself from consideration of the petition and unethically used her discretionary authority as chief justice to summarily reject the filing. Cantil-Sakauye was formerly a judge in Sacramento Family Court, a court with documented corruption problems.
