经济全球化，境外投资者对中国资本市场的投资需求强烈，
因此 2011 年底人民币合格境外机构投资者（简称 RQFII）试点
开始执行，试点执行期间运行良好。为了吸引更多境外长期资
金，促进资本市场改革开放和稳定发展，中国证监会对规定进
行了修订并于 2013 年 3 月 6 日向社会公布《人民币合格境外机
构投资者境内证券投资试点办法》和《关于实施<人民币合格境
外机构投资者境内证券投资试点办法>的规定》。
同时为规范人民币合格境外机构投资者（以下简称人民币
合格投资者）境内证券投资试点业务，国家外汇管理局于 2013
年 3 月 21 日发布了《国家外汇管理局关于人民币合格境外机构
投资者境内证券投资试点有关问题的通知》。
