Door to Door Recycling: Who Should Foot the Bill?

A few weeks ago 2nd Green Revolution carried a story about a lawsuit opposing a New
York Law that would have mandated free electronics recycling.
This got us thinking
about who should be responsible for the cost of recycling.
Who do you think should
